The Caltrans environmental process is as follows:

Scoping:

Preliminary studies and design.

Receive public input on the proposed project (now in progress).

Analysis:

Complete environmental technical studies and engineering studies.

Draft Environmental Document:
ā

Prepare the draft environmental document with results of the technical studies.

Propose avoidance, minimization, and/or mitigation measures.

Public/Agency Review and Comment:
ā

Circulate the draft environmental document for public review and comment.

Conduct a public hearing and receive public feedback.

Final Environmental Document:
ā

Respond to all comments in the final environmental document.

Identify a preferred alternative (build or no-build).

Finalize the final environmental document.

Present findings and complete the environmental process.
